Athena's Legacy in Law

The Athena Alert

A law born from tragedy, now protecting children across Texas, with the hope of reaching every state in the nation.

Understanding the Law

What Is the Athena Alert?

The Athena Alert is a Texas law that created a new type of local missing child alert. It can be activated the moment a child is reported missing, reaching the community most likely to help within a 100-mile radius of where the child was last seen.

The AMBER Alert is a vital and respected system that has saved countless lives. However, it requires confirmation that a child has been abducted before it can be issued. When Athena went missing, law enforcement could not yet confirm an abduction had taken place, which meant an AMBER Alert could not be sent. That gap in the system is what the Athena Alert was created to fill.

The Athena Alert does not replace the AMBER Alert. It works alongside it, giving local communities an additional tool to act quickly in those critical early hours when a child first goes missing.

How It Happened

The Journey to Law

The Tragedy That Shook Texas

On November 30, 2022, Athena Strand went missing from her family's home. Because her abduction had not yet been confirmed, an AMBER Alert could not be issued. The community rallied anyway, law enforcement, neighbors, and strangers, everyone who became part of Athena's Army. Despite their efforts, Athena was found on December 2, 2022.

Maitlyn's Testimony

Rather than retreating in grief, Maitlyn Gandy chose to act. She testified before Texas legislators about the critical gap in the existing alert system: the need for a local, lower-threshold alert that could be activated the moment a child goes missing.

The Law Is Passed

Texas legislators recognized the need and acted. The Athena Alert became part of Texas law, a direct result of Maitlyn's courage and the love of a community that refused to let Athena's story end in silence.

Children Found

The Athena Alert has already been used to help find missing children in Texas. Each child found is a testament to Athena's legacy and the power of a community that refused to give up.

The Dream

All 50 States

The ultimate goal is for the Athena Alert to be adopted in every state in the nation, and eventually at the federal level. Every child deserves the protection of a system that acts the moment they go missing.
